The area around Westminster attracted national attention in 1858 following the discovery of gold in the South Platte River Valley. Within the next few years, prospectors and settlers were making their homes there. The first permanent settler in Westminster was Pleasant DeSpain, in 1870. The site was named after him, becoming known as DeSpain Junction.

In 1885, when Connecticut developer C.J. Harris began to buy land in the area, the settlement was renamed Harris in his honor. Then Westminster Castle was built in 1891. It housed the Westminster University, which opened on 17 September, 1908. Three years later, the town was incorporated, and renamed one final time as Westminster, after the university.
